If you want to compile the sources, you have to :
1. extract the sources and "cd fsarchiver-0.1.x"
2. type "make" to compile the sources
3. copy the new binary: "cp fsarchiver /usr/sbin"

I don't control the Debian/Ubuntu repository, the best thing to do is to suggest this program to the debian developers, or to submit a package if you know how to create debian packages.

You can also download the static binary version, and then copy the fsarchiver binary to your disk.
