fsarchvier can be compiled and executed on rhel5, and it has been tested on rhel3 filesystems. But I haven't tried to run it on rhel3, so I cannot tell you whether or not it will work. e2fsprogs-1.39 is required to compile it so I guess it may not work on rhel3. fsarchiver does not support FAT so you will have to use another solution or a simple DD may work if you restore to a disk of the same size...

Yes it sounds you have support for extended attributes, so that's fine. Can you run the restfs command with "-v" and see what's the mkfs command and how the partition is mounted ? 1) /proc/config.gz is a very easy way to check which options have been enabled in the kernel, but many distribution don't provide that and put the configuration in /boot instead 2) A lot of bugs have been fixed since 0.5.8 so such old version should really not be used. There is nothing special to know about fsarchiver to do that. It should work with windows-xp.
Yes this can be automated, fsarchiver is running with a non-interactive command line interface so that it can be scripted.

selinux labels are implemented as simple "extended attributes". I suspect the kernel you are running does not support extended attributes on that filesystem. The percentage is updated before the file is copied, which is not ideal with large files. Can you see something interesting in system logs at the end ? I am not sure what has to be done to make it work, I have to investigate.
You can try the current fsarchiver version with a recent ntfs-3g (it's on SystemRescueCd-1.6.0-beta) to see what it does.
